Juan Fresquez, President
Juan Fresquez Jr., MBA, is a distinguished figure in healthcare leadership and civic engagement, currently serving as President of Methodist Mansfield Medical Center within the Methodist Health System. With a wealth of experience spanning over three decades in acute care hospital management, Juan has honed his expertise in operations, leadership, physician relations, cost management, quality and process improvement, compliance, clinical quality management, and customer service.
Under his guidance, Methodist Mansfield attained the esteemed 5-Star rating from the Centers for Medicare & Medicaid Services in 2020. Notably, Juan played a pivotal role in the inauguration of Methodist's first de novo ambulatory surgery center on the Methodist Mansfield campus in August 2020. Additionally, he assumed the presidency of Methodist Midlothian Medical Center upon its establishment in November 2020.
Prior to his tenure with the Methodist Health System, Juan held key executive roles with Tenet Healthcare, where he significantly enhanced patient satisfaction, quality of care, and financial performance in both the Texas and Arizona markets.
Beyond his professional accomplishments, Juan is deeply committed to his family, having been happily married to his wife, Carla, for 35 years and raising three accomplished children together. He is an active participant in the Mansfield community, dedicating his time and expertise to various chamber, economic development, and community boards.
Juan has always been committed to serving his community and promoting public welfare. In May 2024, he will take his dedication to the next level by being sworn in as the Mansfield City Councilman Place 4. His decision to join the council is a testament to his unwavering commitment to improving the quality of life for all residents of Mansfield. Through his compassionate leadership and civic responsibility, Juan hopes to make a positive impact on his community and serve as a role model for others to follow.
L. Stephen Foster, Chief Medical Officer
L. Stephen Foster D.O., CPE is Methodist Mansfield’s Chief Medical
Officer (CMO) and has served in that position since April 2016. Dr. Foster
has been practicing medicine for 27 years, the last 22 years as an anesthesiologist.
He has served in multiple leadership positions at the hospital since it
opened in 2006. As CMO Dr. Foster works jointly with the administrative
team, the medical staff, and hospital staff to continually advance the
services offered at the hospital and ensure the quality of care provided
to patients and their families.
Dr. Foster was a Registered Pharmacist for nine years before attending and graduating from University of North Texas Health Science Center at Fort Worth with his medical degree. He then completed a Family Medicine Residency at John Peter Smith (JPS) Hospital in Fort Worth Texas and two years later began his anesthesia residency at the University of Texas Southwestern Health Science Center in Dallas Texas, which he completed in 2002.
Dr. Foster has served as the Director of Anesthesia Services, Chair of the Department of Surgery, and President of the Medical Staff. He is currently a member of the Mansfield Quality Council, member of the hospital’s Advisory Board, and a member of the Methodist Health System Medical Board; in addition to his role of CMO.
Dr. Foster is a member of the American Society of Anesthesiologists and American Association for Physician Leadership.
Crystal Brown, Vice President of Operations
Crystal Brown joined Methodist Mansfield in September 2022 as vice president
of operations.
Brown has more than 21 years of healthcare leadership experience, having
served in experience, serving in operations, human resources, supply chain,
strategic planning and business development across a number of hospitals in Texas.
Before joining Methodist Mansfield, Crystal served as Director of Operations for Baylor Scott and White The Heart Hospitals in Plano, Denton, and McKinney.
She has a bachelor’s degree in Business Administration and Management from Northwood University and a Master of Business Administration from Texas Woman’s University. She is a member of the American College of Healthcare Executives (ACHE) and also serves on the Diversity, Equity, and Inclusion corporate council committee for the Girls Scouts of Northeast Texas.
She has received several awards during her 21-year tenure and has a record for improving employee engagement and hospital operations.
Faustino Flores, Vice President of Finance
Faustino Flores is Vice President of Finance for Methodist Mansfield
Medical Center, a 262-bed non-profit acute care hospital with more than
1,000 employees and 200 physicians. He is responsible for hospital financial
management, productivity, capital and growth planning, and the operating
budget. Additionally, he serves as the Compliance Officer for Methodist
Mansfield.
Flores is a native Texan and Bachelor of Business Administration graduate of The University of Texas at El Paso. His professional career includes more than 32 years of financial management including 9 years with Tenet Healthcare at the Hospitals of Providence in El Paso Texas and most recently serving as Market CFO/ACFO for the Carondelet Hospitals in Tenet’s Tucson Market.
Nora Frasier, Vice President of Nursing
Nora Frasier, DNP, RN, FACHE, NEA-BC is Vice President of Nursing/Chief
Nursing Officer at Methodist Mansfield Medical Center. She has been a
registered nurse for more than 40 years and a nurse executive for approximately
the last 25 years.
Frasier has led nursing in diverse not-for-profit and proprietary hospitals, from a 100-bed rural community hospital to an urban tertiary care academic medical center. During her career she has served as a quality director, hospital administrator and chief nurse executive in a 1200-bed, 6 hospital health system. She has also served as an appraiser team leader for the Magnet© Recognition Program for 15 years and as an adjunct faculty in the school of nursing at Texas Tech University Health Science Center.
Frasier earned a Bachelor of Science in nursing from the University of Texas at Austin and a Master of Business Administration degree from Texas A&M University Corpus Christi. She earned a Doctor of Nursing Practice degree from Texas Tech University Health Science Center. She was instrumental in developing the first Mansfield-based school of nursing to address the nursing shortage. With Nora’s leadership, Methodist Mansfield Medical Center attained initial Magnet© recognition in 2017.
She is board certified as a Fellow by the American College of Healthcare Executives and as a Nurse Executive, Advanced by the American Association of Colleges of Nursing. Frasier is also a member of the American Nurses Association, the American Organization of Nursing Leadership, the Texas Organization of Nursing Leadership, Sigma Theta Tau International Honor Society, and the American College of Healthcare Executives. She serves on the board of the Tarrant County College Foundation. She previously served as a member of the North Texas Region Texas Team working to advance the “Future of Nursing.” She was named a DFW Great 100 nurse and received the D Magazine Excellence in Nursing award in 2018 and 2021.
